Announcing the new associate editor for book reviews
Robert G. Olsen
Abstracts:We are pleased to announce Robert G. Olsen with Washington State University will become our new Associate Editor for Book Reviews in 2020. Some of our readers may remember Bob, as he is better known, since he was a prior Associate Editor for Practical Papers, Articles, and Application Notes for the EMC Newsletter. He is well known for his work on high voltage EMC as well as for his activity supporting the IEEE Committee on Man and Radiation (COMAR). While Bob has retired from full time teaching at Washington State University, he is now Professor Emeritus and remains active in the EMC and COMAR communities. Following is some information on Bob's recent activities since he was a member of the EMC Newsletter staff.
Alternative test set-up for testing the immunity of spacecraft equipment against discharge of electrostatic energy (ESD)

Abstracts:Discharge of electrostatic energy, often referred to as electrostatic discharge (ESD), is a potential threat to all electronic equipment and in particular to equipment flown on spacecraft. Once the spacecraft is in orbit, its equipment will be exposed to indirect effects of ESD, mainly coupled through wires. As opposed to equipment on ground, satellite equipment that suffered from ESD in orbit cannot be repaired any more, thus it is of high interest to ensure that spacecraft equipment can with stand ESD in space. In order to verify that this equipment is able to operate normally when exposed to indirect ESD effects and does not suffer from malfunctions or upsets, tests are performed according to the applicable standards [1], [2] for spacecraft. In this article an alternative test method is proposed to replace the existing standard test set-up with a much simpler one, improving the repeatability of the test and avoiding the use of components difficult to procure.

Abstracts:This article briefly illustrates and discusses the possibility to develop alternative, simplified test methods for radiated susceptibility testing at unit level for the aerospace sector. The rationale here discussed, and the alternative test methods here illustrated, are targeted to the development of a testing approach with deeper physics' sense, quicker and less expensive in order to help the industrial design process of equipment for spacecraft. The theoretical basis of this analysis is the possibility to enforce equivalence (in terms of common mode current) among the effects due to field-to-wire-coupling, bulk current injection and crosstalk, under suitable assumptions. Two dual approaches are considered, one aimed at achieving deterministic equivalence, the other enforcing equivalence in statistical terms. Pros and cons of the proposed alternative test methods are discussed by illustrating the outcomes of ad hoc setups and a wide experimental campaign.
New IEEE Israel section chair announced!
Abstracts:Shmuel Auster, an active IEEE EMC Society member and a senior engineer at IAI/Elta, has been elected as the IEEE Israel Section Chair for the 2020–2021 term. Before joining IAI/Elta in 2006, Shmuel worked for about 26 years in the position of chief scientist at Elbit/Elisra.

Abstracts:It is observed that the standards IEC 61000-3-2 and IEC 61000-3-3 do not discuss the calibration methods required to evaluate the performance of a Harmonics and Flicker emission test setup, used for Electromagnetic Compatibility (EMC) measurements. When the instrument does not have a direct standard procedure, reference data for comparison analysis is required to calibrate/verify any equipment or system. In particular, emission measurement systems in EMC laboratories necessarily require a reference source value to check the performance of the test system periodically. This necessitates the design and development of a Harmonics and Flicker Generator to not only identify a known repeatable Harmonics and Flicker value but also to find out the deviation of the test setup. The proposed Harmonics and Flicker Generator is intended to be used for the calibration of Harmonics and Flicker emission test setup and for Inter Laboratory Comparison analysis (ILC) to evaluate the performance capabilities of the EMC test laboratories. This paper discusses the Harmonics and Flicker generator design techniques, schematic circuit, functional description, performance analysis and results.
On the design and fabrication of a large GTEM cell and its challenges

Abstracts:This paper presents the design of a large Gigahertz Transverse Electromagnetic (GTEM) cell for Electrical/Electronic Sub-Assembly (ESA) testing of a car or other information technology (IT) equipment as well as the challenges of its design and fabrication. The 7.5 meter long and 4 meter width and 4 meter height dimensions of this cell are large enough to test ESAs inside. The operating frequency band is from 30 MHz to 6 GHz based on CISPR standards. To increase the operating frequency of the GTEM and to improve the uniformity of the wave, hybrid absorbers are mounted at the end wall. These absorbers consist of ferrite tile and pyramid absorbers, which have large bandwidth and high performance. The dimensions of the GTEM cell are too large and therefore full wave simulation is difficult and time consuming. In this paper, we have introduced a two-step method to convert a pyramidal absorber into a one-layer flat absorber. This technique simplifies our GTEM cell full wave simulation. On the fabrication side, the effect of distortion of a long metal sheet on the performance of the room are numerically examined. Finally, the acceptable measurement results of the GTEM are reported.

Abstracts:The History column of the EMC Magazine has published two previous articles on the RMS Titanic. The first was in Volume 1, No. 2, 2nd Quarter 2012 and was titled, "The Titanic and Radio Frequency Interference". The second one was in Volume 5, No. 1, 1st Quarter 2016 and was titled, "Titanic, Marconi's ‘Wireless Telegraphers’ and the U. S. Radio Act of 1912".
