Under the motto “Give education a voice”, as a reflection of the importance of public participation, the Global Campaign for Education (GCE), with the support of UNESCO, is calling on people to mobilize and ask their political representatives to take the necessary measures to implement the Education 2030 Agenda.

The event will take place over April 24-29 in more than 120 countries. The aim of this initiative is to keep alive awareness of the importance of education for sustainability and the universally adopted commitment to achieve the world Education 2030 agenda.

The theme for the 2017 campaign is "Accountability for Sustainable Development Goal No. 4 and Public Participation." It stresses the importance of transparent, responsible, participative governance to achieve the whole agenda of SDG 4: “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”. In this context, the team at the Global Education Monitoring (GEM) Report, an independent, accredited, empirically-based annual report published by UNESCO, calls on the public to answer its survey WhosAccountable? We want to hear from you!

From April 24 to 29, Global Action Week for Education will promote the vital role of public participation in the formulation of education policies and the monitoring of countries' actions to achieve this goal by 2030. The Global Campaign for Education is mobilizing to demand not only that governments adopt measures, policies and funding necessary to ensure inclusive and equitable quality education but also that they should do so transparently, accounting to the people for their commitments and ensuring spaces for the participation of civil society.  

A little history

In 2015, 196 States signed the Sustainable Development Goals, which together constitute a global action plan consisting of a set of 17 integrated, indivisible, universal goals to be achieved by 2030. The same year, the Education 2030 Agenda was born, a framework for action which includes both the Incheon Declaration and Sustainable Development Goal 4 (SDG 4): “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”.

2017 is a critical year for ensuring the achievement of the Education 2030 Agenda; governments must define the indicators which will be used to measure compliance with the SDGs. It is fundamental for the Global Campaign for Education to draw attention to how important it is that governments account to the public for their commitment to SDG 4, and that the political processes needed to achieve it should be transparent. The Campaign's demands are addressed to public administrations and political representatives at all levels and are as follows:

• Prioritize the drafting of a clear, credible road map for implementation of the Education 2030 Agenda and specifically SDG 4, measuring progress and creating the necessary arrangements to achieve it.
• Ensure transparency and accountability to the public in these processes, and promote public participation in the same processes.
• Ensure the necessary funding for the whole of the 2030 Agenda, both nationally and internationally, by increasing public spending in education.
