2017年10月14日至10月18日，由联合国教科文组织国际工程科技知识中心（IKCEST）和西安交通大学联合主办，IKCEST丝路培训基地承办的第16期丝路工程科技发展专项培训在西安交通大学兴庆校区举行，共有来自西安交通大学、西北工业大学、西安电子科技大学和长安大学的89名留学生参加，他们分别来自埃塞俄比亚、安哥拉、巴基斯坦、马来西亚、苏丹、也门等“一带一路”沿线的十多个国家。

The 16th IKCEST Training Programme for Silk Road Engineering Science and Technology Development themed on Frontier Knowledge of Electrical Engineering Technology was held in Xingqing Campus of Xi’an Jiaotong University from October 14th to October 18th. It was co-hosted by the International Knowledge Centre for Engineering Sciences and Technology (IKCEST) under the Auspices of UNESCO and Xi’an Jiaotong University, and organized by IKCEST Silk Road Training Base. A total of 89 foreign students from Xi’an Jiaotong University, Northwestern Polytechnical University, Xidian University and Chang’an University registered for the workshop. They are from 10 countries along the Silk Road including Ethiopia, Angola, Pakistan, Malaysia, Sultan, Yemen, etc. 

开班典礼由西安交通大学继续教育学院陈灵副院长主持，西安交通大学社会教育管理处副处长巩稳定出席并作讲话。他代表西安交通大学欢迎了来自各国的学子，并介绍了国际工程科技知识中心丝路培训基地的情况。他希望通过专项培训能够让更多丝路沿线国家留学生了解中国热爱中国，在培训中学有所获学有所得，将学到的前沿知识转化成建设繁荣家园的强大力量。

The opening ceremony was presided over by Chen Ling, Vice Dean of School of Continuing Education of Xi’an Jiaotong University. Gong Wending, Deputy Director of Social Education Management Department of Xi’an Jiaotong University, attended the opening ceremony and made a speech. On behalf of Xi’an Jiaotong University, he welcomed students from all over the world and introduced the IKCEST Silk Road Training Base. He hoped that through the special training, more foreign students along the Silk-road countries would know China, love China, learn things from the training, and transform the frontier knowledge learned from the workshop into a powerful force for building a prosperous country.

接着，来自西安交通大学的巴基斯坦学生代表Ahmed Zubair发言。他回顾了丝绸之路的历史，对中国一带一路建设工作表示肯定，并期待自己在丝路项目中可以学到更多中国科技前沿知识，充实自己留学生涯，并以己之力促进两国友谊发展。

Then Ahmed Zubair gave a speech as a representative of Pakistan students from Xi’an Jiaotong University. He reviewed the history of the Silk Road, expressed his recognition for Silk Road construction, and hoped that he could learn more about China’s advanced science and technology in the Silk Road training programmes. Meanwhile, he also expressed that this training programme would enrich his life in China and promote the friendship between China and Pakistan.

本期的培训为“电气工程技术前沿知识培训班”，内容设置上共分为配电网中的谐波电流滤除技术、电力机器人感知与控制共性技术、可再生能源与智能电网、电力电子技术、优雅地驾驭电能的办法、高电压技术的过去现在与未来、微电网规划通用技术导则等几大模块，穿插娱乐产业的法律问题、中国对外交流简史等公共课程，同时安排有参观绝缘国家重点实验室或大电流开断实验室。整个培训理论与实践相结合，旨在让留学生们认识到电气工程在未来发展中的重要性、了解电气工程的发展以及应用。

This workshop focused on the topic of Frontier Knowledge of Electrical Engineering Technology. The workshop included lectures such as Harmonic Current Filtering Technology in Distribution Network, Common Technology of Power Robot Perception and Control, Renewable Energy and Smart Grid, Power Electronics Technology, Electric Energy, High Voltage Technology for the Past, Present and Future, General Technical Guidelines for Microgrid Planning were given by the experienced lecturers. Public courses such as Legal Issues of Entertainment Industry, The History of China’s International Relations were included. Visits to the State Key Insulation Laboratory or the High Current Interruption Laboratory were arranged. The whole training adopted theory and practice teaching methods to make the overseas students realize the importance of electrical engineering in the future development and understand the development and application of electrical engineering.

联合国教科文组织国际工程科技知识中心（简称“国际知识中心”“IKCEST”）是联合国教科文组织下属二类中心，2014年6月在北京成立，依托中国工程院建设，旨在面向世界各国尤其是发展中国家的政策制定者、广大工程科技工作者提供咨询、科研、教育等知识服务。2017年2月，国际知识中心依托西安交通大学，设立“IKCEST丝路培训基地”，为“一带一路”沿线国家培养工程科技人才。

The International Knowledge Centre for Engineering Sciences and Technology (shortened as “IKCEST”) is a category II centre under the auspices of UNESCO. IKCEST was established on June 2, 2014. The Chinese Academy of Engineering is responsible for the operation and management of the IKCEST. IKCEST aims at providing knowledge-based services at a global scale in the form of consultancies, scientific research and education for policy-makers and engineering science and technology professionals in the world, with particular reference to the developing countries. In February 2017, based in Xi'an Jiaotong University, IKCEST Silk Road Training Base was established, which aims to train more engineering and technological talents for Belt-Road countries.
